Nigeria Pushes for Stronger Africa–Latin America Partnership at CELAC Forum

Nigeria’s Minister of Foreign Affairs, Ambassador Yusuf Maitama Tuggar, has called for deeper economic, cultural, and strategic cooperation between Africa and Latin America at the CELAC–Africa High-Level Forum held in Bogotá, Colombia.

Speaking on behalf of President Bola Ahmed Tinubu, Tuggar described the forum as a vital platform for strengthening dialogue and advancing partnerships among countries of the Global South. He commended Colombian President Gustavo Petro for convening the meeting at a time of increasing global uncertainty driven by conflicts and shifting geopolitical realities.

“We live in extraordinary times,” Tuggar said, noting that global crises—regardless of where they occur—have far-reaching implications for developing nations. He urged participating countries to take collective responsibility in shaping outcomes that reduce global risks and foster stability.

The Minister stressed the need for Africa and Latin America to work together in redefining their roles within an evolving global order, which he described as fragmented and unequal. He called for a unified voice among Global South nations to advocate for fairer systems and stronger international partnerships.

Highlighting Nigeria’s priorities, Tuggar identified key areas for collaboration, including education, energy, agriculture, solid minerals, and technology. He emphasized the importance of inclusion in emerging technologies such as artificial intelligence, warning that both regions must not be sidelined in future technological advancements.

Reaffirming Nigeria’s commitment to international cooperation, the Minister referenced the country’s Technical Aid Corps programme, which has deployed skilled professionals to Caribbean nations since 1987. He noted that Nigeria is ready to expand partnerships with CELAC countries in trade, healthcare, culture, and climate resilience.

On the economic front, Tuggar underscored Nigeria’s position as Africa’s largest market and highlighted investment opportunities, particularly in agriculture and agro-processing. He added that ongoing policies aimed at empowering farmers and boosting fertiliser production are expected to raise output to 6.5 million tonnes this year, supporting the country’s drive toward food self-sufficiency.

The Minister also emphasized the role of culture and the creative economy in strengthening cross-regional ties, calling for greater collaboration in the arts, education, digital innovation, and intellectual property development.

Addressing broader global challenges, Tuggar advocated for joint action on climate change, improved healthcare access, and increased technology transfer to developing countries. He reiterated Nigeria’s stance on the recovery of illicit financial flows and renewed calls for historical reparations linked to slavery and colonialism.

In closing, Tuggar urged leaders to seize the opportunity presented by the forum to reshape interregional relations and unlock shared economic potential.

The CELAC–Africa High-Level Forum, held from March 20 to 21, 2026, brought together leaders and representatives from Africa, Latin America, and the Caribbean to strengthen cooperation across political, economic, and cultural sectors.
